Because governments have been unwilling to take serious measures to end Israel's occupation and discriminatory policies, Palestinians have called on people throughout the world fill the vacuum and do what their governments have refused to do. One of the most effective ways to pressure Israel to end its occupation and reverse its policies is through the Boycott, Divestment and Sanctions movement. In a letter supporting UC Berkeley's divestment campaign, Archbishop Desmond Tutu wrote:
In South Africa, we could not have achieved our freedom and just peace without the help of people around the world, who through the use of non-violent means, such as boycotts and divestment, encouraged their governments and other corporate actors to reverse decades-long support for the Apartheid regime.
